..., denounce the President's plan early.
That's pretty much what I make of this:
House and Senate Democratic leaders asked President Bush on November 22 to use his fiscal year (FY) 2006 budget to unveil specific details of his Social Security reform plan and its associated costs. During a post-election news conference earlier in November, President Bush said one of his priorities is a plan to allow a portion of Social Security payroll taxes to go into private accounts, rather than the Social Security Trust Fund. Now, Democrats said that they want Americans to be able to debate national priorities and fully consider the budget implications of the Bush's policies.
If recent history is any guide, and I'm afraid that it is, "debate" doesn't properly describe what will happen. Fear mongering is much more likely.
