Apparently President Bush has agreed to stop making recess appointments through the rest of his turn in exchange for a promise from Daschle to let about 30 of his appointments be voted on.
Spoons views this as a horrible sell-out:
That's the sound of Bush caving to Democrats on judges
On the other hand, Eugene Volokh thinks this is evidence of a win on Bush's part.
So recess appointments seem to have been an effective bargaining chip. (I set aside the debates about whether such appointments are constitutionally sound, a matter on which I have no informed opinion; I speak here just of the politics.)
For my own part I tend to agree with Volokh.
